APPEAL
of the International Monitoring Group
to the governments of Council of Europe and European Union member states, intergovernmental institutions, international humanitarian and civil organizations
regarding the situation with presence of international observers in South Ossetia
Based on data from independent research visit to Georgia, analysis of materials of European and Russian media, and information from Russian and international Human Rights NGOs about the situation with refugees from South Ossetia and their evidence about victims and destruction during this armed conflict, we can state the fact of serious disbalance in the media coverage of this conflict, lack of sufficient, full and authentic information in main public sources. As in Tbilisi there are many international observers and diplomats, and in conflict zone from the Georgian side there is at least partial access to the monitoring of victims rights, the situation in South Ossetia is reflected only by the activity of Human Rights Watch. Such approach leaves the space for manipulations, which result in isolation of victims, preventing them from getting help and support, increase of intolerance among citizens of different countries, making imbalanced political decisions.
We appeal to the representatives of international institutions and humanitarian organizations to activate the presence of humanitarian missions and representatives in South Ossetia, regardless of the interpretations on the political status of this territory, to contribute to the following:
1) acquisition and dissemination of the objective information about the situation with refugees and temporary displaced persons by virtue of personal attendance of representatives of the international humanitarian missions;
2) rendering help and support to the victims;
3) assisting the establishment of peace, safety and legal order on these territories and providing conditions for political dialog.
