Materials, prepared by the Russian NGOs for the 7th round of EU-Russia consultations on human rights (Ljubljana, April 16, 2008)
Such consultations take place twice a year. This mechanism of discussing important aspects of the situation with human rights in Russia and in the EU countries and for cooperation in that sphere on the international level, came to life in 2005. The Russian Federation was represented by the Ministry of Foreign Affairs, the European Union — by the representatives of the so-called «troika»: the country-president of the EU at the moment (right now it is Slovenia), the European Commission and the European Council.
Russian non-governmental organizations right from the beginning were striving for more transparency in these inter-governmental consultations and for participation of the civil society. The European Union, approaching the demands of Russian NGOs, has invited them and the representatives of international NGOs to the meeting on April 16,
2008 in Ljubljana, prior to the intergovernmental dialogue, in order to bring out and discuss the points of view of civil organizations on the topics discussed. The official Russian delegation was invited to this meeting with NGOs, but unfortunately has refused to take part in it.
Non-governmental organizations have prepared reports, presenting various aspects of the situation with human rights in Russia.
