Chair of the Election commission of the Chechen republic Abdul-Kerim Arsakhanov

Abdul-Kerim, as far, as we know, the elections of the Chechen President have taken place. Can you tell us what the preliminary results of the voting are?

I must stress that these are no final figures. For now, the first place belongs with the former Acting President of the republic Akhmat Kadyrov who has 82.5% of all votes. Second comes Abdula Bugaev who has 5.6% of all votes. He is followed by Shamil Buraev with 3.4%, Khusein Biybulatov — 1.6%, Kudus Saduev — 1.3%, Nikolai Paizullaev and Avkhat Khanchukaev come last, they have 0.8% each.

When the final results are expected?

As the law has it, we have five more days to count the votes but I think that we can manage it in three days.

When the inauguration is to be expected?

It is to take place in ten days after the final results are declared.

How many people took part in voting?

More than 462,000.

Abdul-Kerim, could you tell us how the voting was going on in the districts during the second half of the day? What percentage of the residents turned out to vote?

In the afternoon the number of people who wanted to vote did not go down. People came to make their electoral choice. As for the total number of those who took part in voting, it is more than 55.6%. If we take different districts, the highest turnout was at the Zavodskoi district of Grozny with 98.6%, Oktyabrsky and Promyslovsky districts with 83.6% and 85.9% respectively. The highland districts of Chechnya were not lagging behind. In the Sharoi district, for instance, the turnout was 93.2%, and in the Vedeno district, one of the most troubled areas, it was 82%.

What was the reaction of the population of the republic to the preliminary results?

Well, it is important to say here that, firstly, the results speak for themselves telling that people made their choice, secondly, voters turnout reveals that Chechen people were serious in their attitude to the future of the republic. Everybody was waiting for these elections. They wanted to elect their president in a democratic way, to take a peaceful route, to feel that they are full-fledged citizens of the Russian Federation.

Do you know of any cases where the so-called “dirty technologies” were used?

No. I can say with assurance that the behavior of all the seven candidates was very appropriate. They conducted their campaigns on extremely high standards. This was noted by the population of the republic, by the observers, and by the journalists that came to Chechnya. There were no insults, no slander. Everybody spoke only of himself and his program in all public speeches.

What was the general situation in the republic on the day of elections, and how can you characterize it today? There was information that all sorts of violent acts are possible on the part of illegal armed groups.

Fortunately, there were no actions from ‘that’ side except some shooting at three polling stations during the night from October 4 to October 5.

And what about the declarations of Maskhadov’s supporters?

I believe they are nothing but common bluff.
