ON THE CONDUCTION OF THE ELECTIONS
IN THE KURCHALOI DISTRICT

Village administration heads received new VAZ-2106 cars two or three days before the elections. The pensions for September were paid out in the Kurchaloi district on October 3–5. Chechnya had seen no such cases in the past ten years and is hardly likely to see anything of this kind in the future.

The elections in the village of Kurchaloi on October 5, 2003, were held with a very low voters' turnout rate. There are three electoral districts in the village: #147, #148, and #149.

105 people — and this was a record turnout number for the whole day — came to the polling station #147 during an hour from 10:45 to 11:45 a.m. The timing somehow concurred with a visit of the Grozny TV journalists. One third of those 105 people was made up by family members and relatives of district administration deputy head Shuaipov, including Mr. Shuaipov himself. By way of an example, 33 people came to the same election precinct from 2:15 to 3:15 p.m. Later the voters' activity was even lower.

Ruslan, a local villager, told us after the voting that his father, who had died five years ago, was on the list of voters. One man was allowed to vote on behalf of his relatives. Observers of the presidential contender Shamil Buraev and a member of the human rights organization "Consolidation" were there at the polling station at that time. They sat silently and did not interfere.

28 people came to the election precinct #148 from 12:05 to 1:05 p.m. Even fewer voters came to the precinct later. The situation at the election precinct #149 was the same as at the two other ones. Almost no people came to all three election precincts after 5 p.m.

Here are official data on the number of people who voted in the Kurchaloi district.

Kurchaloi: election precinct #147: 1,300 people voted (62% of all the district voters); election precinct #148: 2,170 people voted (75%); election precinct #149: 1,880 people voted (60%).

The average voters' turnout in Kurchaloi is 66%. Geldagana: voters' turnout is 93%, the number of voters is 5,200 people; Tsotsin-Yurt: turnout — 85%, number of voters — 4,080; Tsentoroi: turnout — 100%, number of voters — 2735; Bachi-Yurt: turnout is 100% at one polling station and 98% at the two other ones, the number of voters in the village being 5,800; Alleroi: turnout — 98%, number of voters — 4,400; mountain villages: the average turnout is 90%.
