Saidullaev, candidate for the post of the President of the Chechen Republic For you ЎЄ it is a political game For us ЎЄ a chance "to get out of Chaos" Are there really presidential elections in Chechnya?! APPEAL The events of 13.09.2003 have forced us to write this letter. Since we are the witnesses of the processes underway in the Chechen Republic connected with the presidential election and feel ourselves in the epicentre of the electoral procedures, we see and know, like no other people, what is happening in all the districts of the Chechen Republic. And we are ready to sign this letter and to bear responsibility for the facts that are set up in this letter. From the part of Mr Kadyrov and his election "technologists" and lobbyists there is an unprecedented intimidation of the population by means of physical violence. The heads and managers of all agencies and structures have been confronted with their dismissal and prosecution for any active or passive refusal to support and agitate for Kadyrov A. Kh., a candidate for the office of the President, and for his supporters, who go in one tandem with him and who have moved forward their candidatures for the presidential elections basically in order to play their electoral games and manipulate through electoral technologies. In order to push forward their favourite by all possible legal and illegal methods. The supporters of Malik Saidullaev were not let into any state-owned building all over the districts of the Chechen Republic to open his electoral headquarters, although they had no problems to find vacant rooms. And to our questions on the reasons, they responded laconically, "An order has arrived from the Kadyrov's administration banning to grant you rooms into lease! If we disobey in your favour, we are endangered to lose our jobs and be prosecuted!" On the part of Kadyrov's armed formations there is prosecution, violence and murders of supporters and workers of Saidullaev's headquarters. There are facts of kidnapping and disappearance of people from among them! The punitive, illegal formations of Kadyrov are roving through Chechnya and torment our colleagues and supporters! The mass media of Chechnya and the Russian Federation are lying openly, and relying on, probably mercenary, sociological services, are broadcasting and publishing various misinformation vis-Ё¤-vis this or that candidate. The peace making and patronage activities of M. Saidullaev are known in Chechnya to young and old ЎЄ this is for sure! We are accused that many of the signatures, which we have gathered in favour of M. Saidullaev, are not valid; but we are strongly doubtful of it. But it is a fact that the team of A. Kadyrov could not gather the proper amount of signatures in favour of their candidate, and they gathered them under the name of Saidullaev. The candidature of Malik Saidullaev is associated with stability, peace processes and the readiness of the resistance to stop military actions and acts of sabotage. Kadyrov's chasteners seized workers of Saidullaev's headquarters in the villages of the district, enticed them into lonely places, and forced them to dig tombs for themselves. During the day, after having been tortured, they were again forced to dig pits. This fact was testified by Amagov Idris Khusanovich, who was also caught and taken away during election campaigning activities of propaganda among the population in favour of M. Saidullaev. During the short period of existence of our headquarters, five workers of it were subject to various degrees of violence and psychological suppression by those who had seized and taken them outside the borders of the Sunzha district of the Chechen Republic: Arbi Saiev, Lema Isigov, Idris Amagov, etc. In the summer of 2003 it was declared in an international conference that Chechnya was on the verge of the so-called "Lost War" formula. And it was one of the main reasons, why the resistance forces of Ichkeria were ready to lay down their arms and to accept the amnesties and rehabilitation under the warranty of Malik Saidullaev. Otherwise, they were ready to continue the war to unknown limits. Kadyrov's part is a factor of special aggressiveness for them. The fact that Chechnya has made a step towards a civil war is an irrefutable fact. And the unique neutralising and freezing force of this opposition of the people was M. Saidullaev, a candidate for the President. Having become President, he could become a warrantor of complete elimination of the reasons and consequences of the civil military conflict. In order to mislead the top management of the Russian Federation, in all regions of Chechnya they held a forced action, shot video commercials, showing how affectionate authorities, elders and heads of quite many structures praised and saw as the only person to be the head of the Republic ЎЄ Kadyrov A. Kh. And those, who tried to object and oppose, were dismissed from their posts, and they are still being persecuted. And the remaining of them, in answer to our question about their civil position, confessed, "We were intimidated ЎЄ some by blackmail, some by threat of death, others with money. But on the election day we gonna vote for Saidullaev, it's for sure." During the daytime in various regions of Chechnya they are conducting groundless "zachistki" (clean-ups) and unauthorised detentions of citizens, and during the night hours they shell from their machine-guns the windows of Kadyrov's headquarters. According to the information that we have, in order to form a negative attitude of the law-abiding citizens of the regions of the Chechen Republic towards the headquarters and supporters of Saidullaev M. M., they hold such actions, which are in fact provocations and terrorist operations of intimidation and frightening the electorate of the supporters of Saidullaev M. M., and his candidature. And the whole political pretext under this fact is directed at creating and fixing the following public opinion: "You see, who is that Saidullaev. You will see violence and iniquity from the part of this candidate and his supporters. Not yet the President, he and his people are using the methods of gangsterism for the achievement of their aims. And Kadyrov and his pioneers of election are suffering!" And those victims and sufferers, as we know, are pitied everywhere! Unfortunately, many Russians and heads of various echelons of power do not realise and do not understand that Malik Mingayevich Saidullaev is not only a guarantor of peace, stability, flourishing and creation in Chechnya, ЎЄ but that he is the same guarantor of stability in the Russian Federation as a whole! It is a symbol of civil calmness and welfare in all Russia. Because he is not alone, and he is not moving in his desires and aspiration all by himself! He has quite a lot of supporters, both in the Russian Federation and in close and distant foreign countries. The appeal, through which Saidullaev has set out together with his adherents, declares to the state of Russia, "It is time now to mount up from the collapse and chaos!" Saidullaev is a generation and a galaxy of people who will drive the society, economy and international relations from de-evolution to evolution. There are plenty evidences to this fact, and there is no need to list them. They are known by their deeds. But the fact that the President of the Russian Federation, Putin V. V., pays no attention to this indisputable perspective looks at least strange! Not to notice the people, who are oriented along the similar mentality, means not to have any perspective to drive his state into the phase of prosperity. Susaev R. S.
