SAIDULLAEV MALIK MINGAYEVICH
Chairman of the Board of Directors of the Milan Concern. Chairman of the Fund for Humanitarian Aid to Chechnya.
Born October 5, 1964 in the village of Alkhan-Yurt of the Urus Martan district of the Checheno-Ingush Republic. Brought up in a family with many children, has 9 brothers and 8 sisters. In 1971 entered the secondary school #2 of Alkhan-Yurt and in 1981 graduated from it.
Upon graduation from the secondary school went to work in Kazakhstan. Since 1981 worked at a construction site, was a decorator at a meat processing factory. Then he served in the Soviet Army. In 1985 worked as a laboratory assistant of the physics chair of the Checheno-Ingush State University named after L.N. Tolstoy. Studied at the evening department of the physics faculty, then at the correspondence department of the economic faculty.
Since 1986, the when Gorbachev thaw began, tried himself in business. In 1989 he got acquainted with Herman Sterligov, the president of the Alisa company who offered him partnership in his business. With the support of businessman Artyom Tarasov, Saidullaev creates his own Milan company four years later and takes up lottery business, including The Russian Lotto at the Russian TV channel.
At present Saidullaev has more than 60 thousand employees. The “empire” of the Milan Concern, besides the Russian Lotto, includes the “Milan” beauty salon, the “Kon i Pyos” (Horse and Dog) restaurant, “Goodwill” Science and Production Company, AO Lan Center for Construction Technologies, “Genii M” Science and Technology Company, and other structures.
Saidullaev comes from an influential Benoi teip (Chechen tribe), from which Akhmat Kadyrov also comes. (This does not prevent Saidullaev from criticizing Kadyrov sharply).
Saidullaev tried to become a deputy of the State Duma at the 1995 election with the federal list of the Kedr (cedar) electoral association, but the association failed to overcome the 5% barrier.
In 2001 Vladimir Putin’s Decree awarded Saidullaev simultaneously with the “To the 300th Anniversary of Russian Navy” medal and the “Participant of Combat Actions” decoration.
Since 1998 Malik Saidullaev participates in the activity of the Union for People’s Power and Labor movement. In October 1999 he was elected Chairman of the State Council of the Chechen Republic.
Saidullaev proposes that a direct presidential rule be introduced in Chechnya with the head of administration having the rank of a vice premier of the Russian government. According to his forecasts, it is possible to take the social and economic sphere of Chechnya to the level of 1990 in the course of two or three years when it will be necessary to conduct legitimate democratic elections.
Saidullaev’s opinion, the head of the Chechen Republic is to have full authority in the republic, including the right to coordinate the activities of the army (when its main units are withdrawn), law enforcement structures, and representatives of federal ministries and agencies. As he puts it, it is necessary to develop a “complex economic program featuring strict schedule of financing and extremely short terms for single operations.” Mr Saidullaev believes that a part of the profit from the sale of Chechen oil is to remain in the republic in the course of two or three years. Besides that it is necessary to conduct a dialogue with the representatives of different Chechen parties and movements, of the muftis, elders, intellectuals, and diasporas located outside Chechnya.
Saidullaev stands for Chechnya to be a full-fledged subject of the Russian Federation, and for the escalation of the constitutional process in the republic. According to Saidullaev’s opinion, Maskhadov’s participation in the presidential elections in Chechnya could help to determine what percent of the Chechen population supports Maskhadov. Saidullaev admitted that he helped Chechen fighters when they come to him for help. He explained that it does not mean financial help provided to the fighters, he means aid, including medical aid, provided to their relatives. Saidullaev claims that his men were able to fully disrupt the system that was providing financial aid to Chechen fighters from various organizations of Turkey.
Saidullaev’s family members (a sister and a brother) were victims of kidnappers. Saidullaev is married and has two children.
