On September 13 representatives of Kadyrov’s election headquarters came to the building of the administration (city hall) of the town of Shali. They were escorted by armed guards. They distributed Kadyrov’s propaganda booklets and were calling on everybody to vote for Kadyrov at the forthcoming Chechnya presidential elections. Women who were in the building at the time, most of them relatives of those missing during the second Chechnya war, tore and trampled the booklets in the presence of Kadyrov’s activists openly displaying their displeasure with the candidate.
