On September 4the village Sernovodsk of the Sunzha district of the Chechen Republic hosted the meeting of the Government of the Chechen Republic. A. Popov, Chairman of the Government chaired the meeting. The meeting was attended by the following ministers: internal affairs, education, agriculture, housing and communal services, the Prosecutor General, as well as heads of administration of Urus-Martan, Achkhoi-Martan, Sunzha districts of the Chechen Republic.
The meeting discussed the reports of some ministers, heads of district departments, as well as issues related to compensation payments. Besides, that instructions were given regarding the nomination of a joint candidate for the forthcoming presidential elections. No specific name was mentioned but the name of A. Kadyrov was implied.
The whole road from Grozny to Sernovodsk was guarded by police posts and other law enforcement agencies.

On September 4the Chechen TV and radio company building was blocked by the police and the FSB of Chechnya. According to Zaur Eskirhanov, deputy director of the Chechen TV and radio company, journalists were not allowed to leave the building for their assignments because the TV company director had been fired. Journalists of the TV and radio company stopped the work and filed applications to quit their jobs as a token of protest against the liquidation of the Press Ministry and the TV and radio company director’s dismissal.

On September 5 the Mayor of the town of Shali ordered his subordinates that they aradicate the election headquarters of M. Saidullaev in the city. He also banned any election propaganda for this candidate Shali.
According to the press service staff of M. Saidullaev, candidate running for President of Chechnya, S. Kaimov, head of staff of Saidullaev’s election campaign in the Shali district, and Saidullaev’s agent A. Askhabov started to receive threats to kill them.

On September 5the Grozny TV and radio company cancelled the scheduled presentations by four presidential candidates as part of TV free time sharing. After the liquidation of the Press Ministry and the dismissal of Beslan Gantamirov, Minister of the Press, by the edict of the Acting President of Chechnya Anatoly Popov.

On September 5 armed detachments of the security service of the Acting President of Chechnya captured control over the TV and radio company of Chechnya, editing offices of republican newspapers and print shops.

On September 5 The Vesti Respubliki newspaper published an article about the firing of the Commission secretary E. Vakhitov. The cause for the firing was a report by B. Amaev, election commission member, stating that Vakhitov was M. Saidullaev’s relative. M. Saidullaev is a candidate running for Chechnya president.

On September 6in the city of Grozny OMON (special task police unit) and PPS ( street patrolling police) of the Chechen Republic, referring to an order of the Ministry of the Interior of the Chechen Republic, started to destroy posters and banners with M. Saidullaev’s portraits.

On September 7the district election headquarters of Malik Saidullaev, presidential candidate, were fired at in the village of Samashki. As was reported by the election headquarters personnel, the guards fired back killing one of the attackers. The guards found an ID of a guard of another candidate, Akhmat Kadyrov, on the dead body. The chief of staff of Saidullaev’s headquarters maintains that he informed the police immediately. But neither the police nor the prosecutor‘s office confirmed the report. Deputy Prosecutor General of the Republic Vladimir Chernyaev stated that since the beginning of the election campaign there had been no complaints against any violations on the part of the candidates, and he promised that he would promptly respond should such complaints be filed.

On September 8some unidentified gunmen set off a grenade at the entrance to the office of Saidullaev’s headquarters in Dagestanskaya Street almost killing Magomed Arsanukaev, head of the election headquarters of Saidullaev.

On September 9, in the Staropromyslovy district of the city of Grozny, in the Katayama settlement, on Zhukovsky Street, gunmen, presumably from the security service of Kadyrov, in cars without license plates (windows were covered with stickers with Kadyrov’s portraits) stopped Bislan Khayauri for an ID check. After the inspection, they shot him dead using their assault rifles. Then, they blocked the neighborhood where the house of the Khayauri family was located. Having fired at the house the gunmen broke into it and partially destroyed, partially stole the property from the house.
Father of the late Bislan Khayauri is a coordinator of the election headquarters of Malik Saidullaev. Katayama’s inhabitants are sure that Bislan’s assassination and house looting were acts of deterrence and revenge on the part of Kadyrov’s supporters, against those who back Saidullaev.

On September 10 and 11 the Krasnodar center of social studies with the “Gorod” TV and radio company conducted opinion polls which showed that 65.3% of respondents in Grozny would take part in the elections on October 5 with 19.1 % still undecided. Answering the question, “have you decided for whom you will vote at the Chechnya presidential elections,” 50.4% gave positive answers, 33.6% gave negative answers, and 16% refused to give any answer. The following percentage of people managed to recognize the candidates: Aslakhanov — 67.1%, Biybulatov — 0.1%, Bugaev — 1,7%, Buraev — 27.6%, Saduev — 0.1%, Saidullaev — 32.1%, Kadyrov — 93.7%, Paizullaev — 4.8.%, Khanchukaev — 3.4.%, Tsuev — 1.7.%. At the time of the poll Aslakhanov, Saidullaev and Tsuev were still on the list of registered candidates.

On September 11 President Putin received A. Kadyrov, Acting President of Chechnya who is officially on leave because of his participation in the presidential elections. They discussed compensation payment organization to cover expenses related to lost houses. The meeting report was telecast on central TV channels.

On September 11 State Duma Deputy Aslambek Aslakhanov withdrew from the race for presidency of Chechnya. Among the reasons for his decision he named “impossibility to have regular election campaign.” Chechnya still faces a tense situation, there are no proper conditions for the campaign,” he stated. “It was not an easy decision. I was pondering over it all night, consulting with my staff… As a result, I made up my mind to withdraw,” he stressed. Then he added that “no pressure was exerted on him” by anyone.
At the same time, Aslakhanov noted, “I didn’t want to be deprived of the registration as a presidential candidate that’s why I pulled out myself.” Aslakhanov reported that the local election commission voiced several faults they found: first, he had failed to fill in the column “citizenship” in the questionnaire, second, he had failed to file his income declaration, third, his various personal papers contained discrepancies in his address. (Aslakhanov submitted his documents to the local election commission for registration on the very last day).
“These were purely technical errors for which they brought me and Malik Saidullaev to court,” said the deputy. “I was supposed to get my income declaration at the Duma secretariat, but Saturday is not an office day. Besides I am a state servant. I live only on my salary and I am not involved with any profit organization, so according to law a state servant has the right not to complete the income form. Regarding my precise home address — one digit in the house number happened to be wrong. The outcome of the elections had been predetermined two months before that.“ I don’t want to play at a one-actor theater.” Putin, in his turn, in a telephone conversation offered Alakhanov a position of his aid on Chechnya and the South of Russia. “I agree to this proposal, unless the President changes his mind, “ Aslakhanov said. He added that it was a team decision which he had discussed (and which had been put to vote) with his staff consisting of 28 persons. Aslakhanov underscored that the offer had been so flattering. “ I believe I was the first Chechen to be offered such a significant position,” he said.

On September 11 the Supreme Court of the Chechen Republic cancelled M. Saidullaev’s registration because of certain violations in preparing signature lists. The relevant complaint was made by another candidate, N. Paizullaev, press service employee of the Acting President of Chechnya.
