ON FACTS OF PERSECUTION AND VIOLATIONS OF THE LAW
”ON ELECTIONS OF THE PRESIDENT OF THE CHECHEN REPUBLIC”

There are numerous facts regarding the violation of my rights as a candidate for the office of the President of the Chechen Republic that took place from the very beginning of the preparation and the of my election campaign. The most essential of them are listed below.

1. At the check-point in the entrance of the Central Election Commission in the period from August 25 to August 29, 2003, they did not let in my supporters: Ms Edelkhanova L. A., the person in charge of financial issues, and my aid Mr Israilov V. M. The officer explained that they had been given an order from above to let nobody to the Central Election Commission because of a quarantine.

2. During the night from August 31, 2003, to September 1, 2003, at about 1 a. m. someone shot three times with a machine-gun over the house, where I was spending the night in the home of my aid in the village Tsotsin-Yurt.

3. At 2 a. m. in the same night an armed man, dressed in camouflage, and coming in a "Zhiguli" car (model 95), showed up in the house of my second cousin, Boltiyev Akhmed Tashykhadzhiyevich, who is living in the neighborhood of the home of my parents in the village of Tsotsin-Yurt, house #2 in Zarechnaya St. He called him outdoors and warned him, saying, "If you let Khussein Biyboulatov again into your house and do not remove his headquarters, you will have problems." To the question "Who are you?" he answered, "It's none of your business. I have warned you." And then he left.

4. I received a letter from the Minister of the Interior of the Chechen Republic (A.D. Alkhanov) with a request to inform him about the location of my electoral headquarters and whether I have any guards, the model of my car and other data. I told them that I had no guards and asked to resolve the issue of my safety or to give me a possibility to enjoy the provisions of the law and to ensure my safety myself. He answered that he was not given any such directions and he would not ensure my safety.

In view of the aforesaid and with account of special conditions in the Chechen Republic, I ask you to address the top management of the country and the republic with a request to resolve the issue of my safety as a candidate for the President of the Chechen Republic in the fastest possible way and to create for me equal conditions with other candidates, as envisaged by the legislation of the Chechen Republic and the Russian Federation, without any prejudice to my rights. I made a due deposit at the Election Commission of the Chechen Republic. I have received a Certificate of a candidate. However, I lack the prerequisites envisaged by the law to hold my election campaign.

At the same time I ask you to give your legal assessment of the above facts.
