August 5. Acting President of the Chechen Republic Akhmat Kadyrov, who on August 3 publicly announced his decision to run for president of the republic, took a leave from office for the period of the election campaign and signed a decree appointing the Chairman of the Chechen Republic Cabinet Anatoly Popov a temporary Acting President of the Chechen Republic for the period of the election campaign for the head of the republic.

August 6. Akhmat Kadyrov stated that the future Chechen president should unite the Chechen people that has been plagued by conflicts for a long time. “The message of bringing unity to the Chechen people and peace to the republic has become the key message of my campaign. I will come out with this message to the voters during the campaign meetings due to start across Chechnya in the nearest future,” he stressed.

Chairman of the Cabinet and temporary Acting President of Chechnya Anatoly Popov addressing a meeting of the members of the republic’s cabinet of ministers and heads of local administrations stated, “The President of the Russian Federation assigned us a mission of holding democratic elections in Chechnya and electing a worthy, brave and respected leader who would be capable of leading the republic in this difficult time. I’m sure we will accomplish that mission.”

August 7. Presidential candidate Malik Saidullaev stated in Moscow that all candidates running for the president of Chechnya are willing to put up a joint front in their election campaign against Akhmat Kadyrov. Mr. Saidullaev said further that he had met practically with all the presidential contenders as well as “those candidates who have not yet been registered.”
He mentioned in particular Beslan Gantamirov and Ruslan Khasbulatov. “One of us is bound to go into the second round,” said the businessman confidently. “We have agreed that we will throw our weight in the runoff behind any candidate who gets the most votes, except Mr. Kadyrov,” he emphasized. “It may so happen that we will come to realize that it is impossible to win in the current elections in an honest way. In that case we agreed that we will make a joint statement and step out of the election process, because we will consider the election campaign invalid,” said Mr. Saidullaev. In his view, in order to hold honest elections, it is necessary to bring in as many international observers as possible. “No effort shall be spared to make the elections in Chechnya truly democratic,” stated Mr Saidullaev. He believes that all the people in Chechnya are for holding elections, including those, who are in the illegal military formations. “They do not spend their time only in the mountains, they also live in towns and villages and thus they will go to the polls,” said Mr Saidullaev, answering the journalists’ questions.

August 9. The Vesti Respubliki newspaper published the prices charged by the State TV and Radio Company of Chechnya for the production and placement of the campaign advertising in television and radio broadcasts. Production of a three-minute add on the local television —15,000 roubles, the same spot on the radio — 11,500 roubles; organization of a “round table discussion” with the participation of two or more candidates — 2,500 roubles per minute on the air. Moreover, in the first decade of the election campaign one minute of TV prime-time broadcasting in the evening will cost just 3,500 roubles, while the last pre-election day decade the price will rise to 6,000 roubles.

August 11. Minister of the Press, Information and Mass Media of Chechnya Beslan Gantamirov said that his ministry will provide equal opportunities for campaign advertising to all presidential candidates. “We will work in the campaign period in strict compliance with the laws “On the Mass Media” and “On the Election of the President of the Chechen Republic.” All candidates regardless of their political views or party affiliation will be offered equal conditions: space in the printed media and airtime,” said Gantamirov.

August 12. Shamil Buraev, resident of the village of Achkhoi-Martan, officially notified the Chechen Republic Election Commission about his decision to run for president of the republic. In June 2003 Buraev was relieved of the duties of the head of the administration of Achkhoi-Martan district.

August 13. State Duma deputy of the RF Aslambek Aslakhanov made public his decision to run for the president of Chechnya.

August 14. Minister of the Press of Chechnya Beslan Gantamirov made a statement at a press-conference in Moscow saying that he will take an active part in the election campaign by “backing-up the candidacy of Khussein Dzhabrailov.”

August 14. Temporary Acting President of the republic Anatoly Popov stated at a press conference in Moscow that “the elections in Chechnya will be the fairest among all the regions of the Russian Federation.” “According to the law on the mass media, the campaign for the president of the republic will start on September 5,” explained Mr. Popov. All the candidates will be provided with equal opportunities. First, we will hold a draw and then distribute the space in the printed media and free airtime.”

August 20.The Chechen Republic Election Commission wrapped up the period of accepting registration documents from candidates for president of the republic.
The required number of petitions has been submitted to the Commission by the following candidates:
Akhmat Kadyrov, head of the Chechen Republic Administration;
Malik Saidullaev, businessman;
Khussein Dzhabrailov, first deputy general director of the “Russia” hotel (Moscow);
Avkhat Khanchukaev, professor at the Grozny University;
Kudus Saduev, deputy general director of the open joint stock company "Grozneftegaz";
Shamil Buraev, ex-head of the Achkhoi-Martan district administration;
Said-Selim Tsuev, colonel, deputy military commandant of Chechnya;
Zaindy Movlatov, retired military;
Ruslan Zarkiyev, journalist of a local newsletter “Svoboda.”
Election security deposit has been made by the following candidates:
Aslambek Aslakhanov, State Duma deputy of the RF;
Khussein Biybulatov, former deputy prime minister of Chechnya.
