June 6. The State Duma passed a resolution declaring an amnesty in the Chechen Republic in connection with the adoption of the Constitution of the Republic. Eligible for the amnesty are individuals who have committed socially dangerous acts on the territory within the borders of the former Chechen-Ingush Republic from December 12, 1993through to the day when the resolution on the amnesty came into force, who have terminated their participation in the unlawful military formations or have voluntarily given up their arms and military vehicles by zero hours of September 1, 2003. The amnesty is applicable both to the members of unlawful military formations and to the participants of the counter-terrorist operations — servicemen of the Federal troops and officers of the law-enforcement bodies. According to the mass media reports (Anna Politkovskaya, Novaya Gazeta, #65, “Guard of the Old-Timers,” etc), the pardoned offenders are being actively recruited into the security service of the acting President of the republic.

June 20–25. “Validata” polling service conducted a public opinion survey. To the open-ended (i.e. without any given reply options) question “If the elections of the Chechen Republic President were to be held next Sunday, whom would you vote for?” the respondents gave 12 names. The following names got the biggest scores: Malik Saidullaev (20.1%), Ruslan Khasbulatov (19.2%), Aslambek Aslakhanov (17.6%), Akhmat Kadyrov (12.5).

July 17. The “Public Opinion” Foundation published the results of a poll showing that over 75% of the Chechens intend to take part in the upcoming elections.

July 24.President of the RF Vladimir Putin during his meeting with the leadership of Chechnya said that the Head of the Chechen Administration Akhmat Kadyrov was appointed member of the Russia’s delegation to the United Nations for a period of one year.

July 25. President of “Milan” business concern, Malik Saidullaev, officially notified the Chechen Republic Election Commission about his decision to run for president of the republic.

July 25.Aid to the RF President Sergei Yastrzhemsky said that the Kremlin does not and cannot run its own candidate for the Chechen president. “We are interested that the winning candidate in Chechnya would enjoy the fullest possible support of the Chechen people and voters,” stressed Mr. Yastrzhemsky, appearing in a life broadcast of the “Echo os Moscow” radio station.
“We are not interested that the legitimately elected president would be a weak president without any power base among his own people,” he said. “If that had happened, it would mean that the federal center again has to solve many problems from Moscow and would not be able to delegate a considerable portion of the responsibilities to Grozny,” added the aid to the RF President.
“It is extremely important for us that these elections would be held in an exceptionally honest way, under normal conditions, that those individuals who are running for president would be given equal opportunities to present their views, primarily inside Chechnya, and that we would pass this test flawlessly. Because it is very important that Chechnya should get a real leader capable of resolving problems, rather than a president “on clay feet,” stressed Mr. Yastrzhemsky.

July 31.According to the “Echo of Moscow” radio station, the former Chairman of the Supreme Soviet of Russia Ruslan Khasbulatov made a statement expressing his intention to run for the president of Chechnya.

August 1. The Chechen Republic Prosecutor Vladimir Kravchenko signed a resolution advising his office to oversee the legal compliance during the election campaign for the president of Chechnya.
“Given the need for continuous supervision from the prosecutor’s office over the compliance with the requirements of the decree of the RF President on the election of the Chechen president, all the officers of the prosecutor’s office shall be advised to provide necessary legal assistance to the election commissions of all levels, to take part in the meetings of those commissions and to work at the polling stations,” said Mr. Kravchenko.” “The prosecutors will check the legitimacy of the passed decisions for their compliance with the federal election legislation and the law of the republic and will take the measures available to the prosecutor’s office in case any such violations are identified,” explained Mr. Kravchenko.

August 4. The Acting President of the Chechen Republic Akhmat Kadyrov officially notified the Chechen Republic Election Commission about his decision to run for president of the republic. A day earlier Mr. Kadyrov made a statement to that effect in his “native” village Tsentoroi of the Gudermess district. Mr. Kadyrov’s statement was delivered at a meeting that brought together several hundreds of Chechen religious leaders, as well as Muslim leaders from the neighboring regions of the North Caucasus. Mr. Kadyrov stressed that considers himself to be “called by the Almighty and the people to finish the process of Chechnya’s revival, to uproot the causes of the crisis that continues to claim the lives of innocent citizens.”
