History

Moscow Helsinki Group is the oldest contemporary Russian human rights organization.

It was founded on May, 12 1976.

1976-1982

On August, 1 1975 the Conference on the Security and Cooperation in Europe, held in Helsinki, came to the end. Heads of the USSR, having signed the Concluding Accord of the Conference, assumed obligations to follow the international standards on human rights. On May, 12 1976 by the initiative of famous physicist and human rights activist Yuri Orlov MHG was established. It was aimed to carry out control over soviet government activity in the sphere of human rights. Ludmilla Alexeeva,Mikhail Bernshtam, Elena Bonner, Alexander Ginzburg, Peotr Grigorenko, Alexander Korchak, Malva Landa, Anatoly Marchenko, Vitaly Rubin, Anatoly Scharansky.

During the period of its activity the group has published 195 documents, several reviews, and also a number of announcements and proclamations on the violation of human rights in the USSR. On the pattern of MHG similar associations were established in Armenia, Georgia, Ukraine, Lithuania. International Helsinki Federation was founded in the beginning of 1980s

From the very beginning of its existence MHG was persecuted by the government. Some of its members were arrested and sentenced for imprisonment and exile, the others were forced to immigrate. In 1982 MHG was constrained to self-dissolution because of ceaseless repressive measures.

1989...

On July 28, 1989 human rights activists Larisa Bogoraz, Sergey Kovalev, Viatcheslav Bakhmin, Alexey Smirnov, Lev Timofeev, Boris Zolotukhin announced reestablishment of the MHG. Yuri Orlov, Ludmilla Alexeeva and Kronid Lubarsky joined them.

In 1990-1993 Larisa Bogoraz conducted a cycle of six workshops for human rights activists from different regions of the country. These workshops provided succession of the human rights movement, acquainting participants with its history, philosophy, problems and achievements.

In 1996 on the jubilee conference, devoted to the 20th anniversary of the Group establishment, it was announced about the new action strategy. Major priority in the MHG work became thorough service and support of regional human rights organizations and initiatives on human rights.
